Man arrested in robbery case
On May 12, Charles sheriff’s office judicial services and the U.S. Marshals Office Capital Area Task Force located Jaquan Devon Dorsey, 22, of no fixed address in the area of Brandywine.
Dorsey had an active arrest warrant relating to an armed robbery that occurred early last year, a release from the sheriff’s office said. Dorsey was reportedly found to be in possession of a fully loaded semi-automatic handgun. The firearm was confirmed stolen from a different jurisdiction.
The charges stem from an armed robbery that occurred on March 19, 2025, in the 1100 block of Bannister Circle in Waldorf, the release said. Four suspects traveling in a burgundy vehicle allegedly approached a man and his pregnant girlfriend, robbed the man of his coat and shoes at gunpoint and attempted to steal the woman’s cellphone before fleeing the area.
Officers located the vehicle and arrested Jontez Davon Dorsey, 25, of Waldorf; Marquise Antoine Taylor, 25, of Waldorf; and a 17-year-old boy from Waldorf who was charged as an adult. A fourth suspect, Jaquan Devon Dorsey, 22, fled from the vehicle.
Dorsey was charged with armed robbery, possession of a regulated firearm, two counts of first-degree assault, two counts of second-degree assault, two counts of reckless endangerment, theft, conspiracy to commit robbery and conspiracy to commit armed robbery. He is currently being held at the Charles County Detention Center without bond.
Two men charged with theft
On March 26, Charles sheriff’s office responded to Southern Maryland Crane Rental Inc. on Graphics Drive in White Plains for a theft that occurred on March 24.
According to security footage, a white Chevrolet work van pulled up to a closed gate and the driver and Florin Adrian Savu, 51, of College Park allegedly loaded compressors and fan motors, valued around $3,000, into the van, charging documents said. The van is registered in Virginia and is used to scrap items at Sims ARG, a scrap business in Rockville.
On March 31, Officer N. Baxley with the Charles sheriff’s office contacted the Fairfax County Police Department, documents said. The police department said they were investigating Ioan Dumbra, 57, of College Park for similar thefts and identified Savu.
On March 16, Dumbra and Savu allegedly entered Southern Maryland Crane Rentals and stole a barrel of copper and scrap metal, worth around $475, documents said. On March 29, Dumbra and Savu allegedly entered the property and stole compressors and van motors, valued at $500.
Days before each alleged theft, Dumbra drops Savu off at the entrance, documents said, and Savu “enters the property, looks around, walks back to the vehicle and gets in.”
On April 23, Dumbra and Savu were arrested for reportedly trespassing and stealing outdoor condensing units and a coil pack from All Seasons Aire in White Plains, documents said. The manager said he allegedly recognized the men from a previous encounter.
Dumbra and Savu told officers they do not speak English and are unable to provide “legitimate addresses as to where they live,” documents said. Detectives confirmed that both men no longer reside at the addresses associated with them. Dumbra and Savu allegedly have theft histories from North Carolina, Virginia and Maryland dating back to 2018.
Both men were charged with felony theft, theft, three counts conspiracy to commit theft, three counts of fourth-degree burglary and two counts of trespassing.
Man charged with felony assault
On May 16 around 1:15 p.m., Officer N. Hopp with the Charles sheriff’s office responded to the area of Hampshire Circle and Panther Court in Waldorf for the report of an assault in a vehicle.
A woman was in “obvious signs of distress,” according to charging documents. She reportedly had “red marks on her neck that were consistent with how bruising looks.”
The woman alleged that she got the bruise when Jhamar Tyron Elbert Pryor, 28, of Waldorf attacked her, documents said.
The woman and Pryor were driving to the woman’s work when she said if her mother had a gun, her mother would have shot him. This reportedly “set him off” and Pryor began punching her face and arm, pushing her face and head against the glass, head-butting her and choking her with both hands while she drove, documents said. The woman said she was not able to breathe.
Pryor was charged with felony first-degree assault and second-degree assault.
Man charged with felony intent to distribute narcotics
On May 13 around 2:10 a.m., Officer D. Heishman with the Charles sheriff’s office reported a traffic stop on a vehicle with a suspended registration that swerved in Indian Head.
Heishman reportedly saw white substance on the center console and identified Charles Franklin Harding Jr., 62, of Welcome, charging documents said. Additional officers arrived and attempted to remove Harding from the vehicle.
Harding allegedly raised a wooden back scratcher to hit an officer who reached into the car to unlock the door before Harding put the car into drive and accelerated, documents said. The officer, who eventually broke free, had “extensive bruising and abrasions.”
The car came to a stop and Harding exited, documents said. A plastic straw with white residue was allegedly found on Harding.
Officers allegedly found Harding’s 9-year-old grandson asleep in the backseat without a seatbelt and three keychain pill containers with cocaine and fentanyl, with a total street value of $860, documents said.
Harding was transported to the Charles Regional Medical Center then to the Charles County Detention Center. He was charged with felony intent to distribute narcotics, possession of drugs, reckless engagement, second-degree assault and failure to obey law enforcement.
Man charged with assaulting woman
On May 14, Deputy David Katulich of the St. Mary’s County Sheriff’s Office responded to a 911 call from a Lexington Park residence. A woman at the home said a man, identified as Vertel Taborri Deal Jr., 37, of Lexington Park, assaulted her.
In court documents, Katulich wrote the woman claimed Deal “became aggressive, grabbed her around the throat. She struggled to breathe.”
The woman claimed Deal had a pair of scissors in his other hand, adding that she was in fear for her life.
“I did not observe any signs of injury,” Katulich wrote in the charging papers.
An arrest warrant was issued for Deal and served May 16. On May 18 Deal was released on his own recognizance. He was charged with first-degree assault and second-degree assault.
A district court hearing on the charges Deal is facing is scheduled for June 18.
Man arrested on drugs and weapon charge
On May 11, Deputy Travis Wimberly of the St. Mary’s sheriff’s office stopped a BMW with inoperable headlights on Weeping Willow Lane north of Prince Frederick.
Wimberly wrote in court papers that he saw a clear plastic bag “take flight as it was tossed from the passenger side window.”
The sole occupant of the BMW was identified as Reginald Francis Cutchember, 57, of Lexington Park.
Wimberly said the bag tossed from the vehicle contained a quantity of suspected crack cocaine. A search of the vehicle yielded brass knuckles.
Cutchember was charged with drug possession, drug paraphernalia possession, altering physical evidence and concealment of a dangerous weapon.
On May 13, Cutchember was released on his own recognizance. A district court hearing on the charges he is facing is scheduled for June 30.
Mechanicsville man charged with drug possession, issued traffic citations
On May 16, Deputy Tyler Westphal of the St. Mary’s sheriff’s office conducted a traffic stop on Route 5 in Park Hall on a 2014 Dodge Journey that was observed to have an expired tag displayed.
Westphal wrote in court documents that the driver, who was identified as Matthew Tyler Eastburn, 31, of Mechanicsville, had slurred speech and appeared intoxicated. Eastburn told the deputy he had four or five beers earlier that day at a local bar.
Sobriety tests were administered at the scene, resulting in traffic citations for driving while impaired.
A search of the Dodge yielded a quantity of suspected cocaine and empty whiskey containers. Eastburn was charged with drug possession and drug paraphernalia possession. That day, he posted $500 bond and was released.
A district court hearing on the charges is scheduled for June 18.
New crime reporting system offered
The St. Mary’s County Sheriff’s Office is encouraging community members to take advantage of its Digital Online Reporting System, a tool that allows residents to file certain non-emergency police reports online.
The system helps improve public accessibility while allowing the sheriff’s office to better allocate personnel and resources. Residents can complete eligible reports online rather than visiting a district station or requesting an in-person deputy response for lower-priority incidents.
Adding vandalism reporting to the system gives community members another option for reporting incidents involving graffiti, damaged property, broken windows, mailboxes or other intentional property damage. However, incidents involving active vandalism or situations where the suspect is known are not eligible for online reporting.
Community members witnessing vandalism in progress or who know the identity of the person responsible should contact the St. Mary’s County Sheriff’s Office directly at 301-475- 8008 or call 911 in an emergency. The Digital Online Reporting System is available through the St. Mary’s County Sheriff’s Office website at FirstSheriff.com.
State cop arrests driver
On May 13, Trooper Corey Williams of the Maryland State Police Prince Frederick Barrack conducted a traffic stop on a Chevrolet Silverado traveling erratically on Route 260 in the area of Horace Ward Road in Chesapeake Beach.
The driver, identified as Joseph Moreland Bylan, 50, of Dunkirk, was seen making numerous movements in the vehicle prior to the stop.
Williams wrote in charging documents that Bylan “seemed to be in a state of excited delirium and was talking a mile a minute.”
Bylan admitted his driver’s license was suspended.
Williams administered sobriety tests at the scene. According to court documents, the trooper searched the truck and found a glass smoking device with suspected crack cocaine residue and other evidence that Bylan had been drinking inside the vehicle.
Bylan was charged with drug possession and drug paraphernalia possession plus cited for driving under the influence, driving while impaired, negligent driving, reckless driving and driving on a suspended license.
On May 14, Bylan posted $2,500 bond and was released. A district court hearing on the charges he is facing is scheduled for June 24.
Huntingtown man charged with stealing from beauty store
On May 14, Deputy Thomas Deinert of the Calvert County Sheriff’s Office responded to a call from the ULTA beauty store in Prince Frederick. The store manager reported two recent thefts believed to have been committed by the same man. The incidents occurred April 6 and May 8.
With the aid of store surveillance video, the suspect was subsequently identified as Angus Winston Mackall, 56, of Huntingtown. Mackall allegedly stole several bottles of fragrances with a total value of over $1,630 from the store.
Deinert learned through his investigation that Mackall has two outstanding warrants in Calvert and is currently incarcerated in St. Mary’s County on a misdemeanor theft charge.
Calvert authorities have charged Mackall with two counts of misdemeanor theft and one count of felony theft scheme related to the incidents at ULTA. A court summons was issued.
A district court hearing on the charges Mackall is facing in Calvert is scheduled for June 29.
Lusby man busted on drug distribution charges
On May 14, Deputy Ian Tunnell of the Calvert sheriffs office conducted a traffic stop in the St. Leonard area after a possible drug deal was witnessed in the parking lot of a convenience store.
Tunnell wrote in court papers that a quantity of suspected cocaine and related paraphernalia were located during a search resulting in the arrest of Anthony Levi Taylor, 38, of Lusby.
Taylor was charged with distribution of narcotics, possession with intent to distribute narcotics, possession of drug paraphernalia and altering physical evidence.
On May 15, Taylor was released on his own recognizance. A district court hearing on the charges is scheduled June 12.
Baltimore County man facing drug and firearm charges
On May 13, Trooper Craig Baden of the Maryland State Police Prince Frederick Barrack responded to a call to check on the welfare of the occupant of a vehicle parked in the Prince Frederick area. The vehicle, Baden reported, had heavily tinted windows.
After gaining entry Baden discovered the occupant snorting suspected cocaine. The vehicle’s occupant was identified as Alexsandrs Koptevs, 31, of Owings Mills.
A search of the vehicle yielded nearly 50 grams of suspected crack cocaine, 5.5 grams of suspected heroin powder and a Sig Sauer P365. Through his investigation Baden learned Koptevs does not have an active concealed carry permit. Two cellphones were also found in the vehicle.
Koptevs was charged with three counts of drug possession, two counts of possession of drug paraphernalia, plus one count each of drug distribution with a firearm, firearm possession in drug trafficking and possession with intent to distribute narcotics.
Koptevs is being held in lieu of $50,000 bond. A district court hearing on the charges Koptevs is facing is scheduled for June 9.
Unsolved property destruction under probe
On April 30, Deputy Tent Connolly of the Calvert sheriff’s office responded to a home on War Bonnet Trail in Lusby for a report of property destruction. The complainant advised that sometime between 9 p.m. and 6 a.m., someone attempted to break into a vehicle, causing damage to the door handle’s locking mechanism. The estimated value of the damage is $1,500.
